You've got your UAE visa, your bags are packed, and your family in Dubai is waiting. The last hurdle? Philippine immigration at the airport. Every year, some travelers get offloaded because of missing or inconsistent documents.
This guide explains what the Bureau of Immigration (BI) typically looks for, so you can walk up to the counter with confidence.
Disclaimer: Departure requirements are set by the BI and the Inter-Agency Council Against Trafficking (IACAT). Revised guidelines proposed in 2023 were suspended pending review, and rules may be updated at any time. This article is general information as of October 2026. Always check the official BI website before your flight.
Why Does Philippine Immigration Check Tourists?
The BI screens departing passengers to fight human trafficking and illegal recruitment. Some people are sent abroad on "tourist" visas but are actually recruited for undocumented work. Officers need to be satisfied that you're a genuine tourist who will return.
Basic Documents for All Tourists
Have these ready, printed and organized:
Valid Philippine passport (at least 6 months' validity)
This is the most common setup for Filipinos visiting family in Dubai.
Sponsored by an immediate family member
Generally, bring:
PSA birth certificate or marriage certificate proving the relationship
Copy of your sponsor's passport and UAE residence visa
Return ticket
Sponsored by other relatives
You may need an Affidavit of Support and Guarantee (AOSG) notarized by the Philippine Consulate or Embassy, plus PSA documents that clearly show the relationship (sometimes several certificates are needed to trace the family line, e.g., for cousins or aunts).
Note: Per the Philippine Consulate in Dubai, seniors (60+) and minors (17 and below) are exempt from the AOSG requirement — but they should still carry relationship documents.
Traveling With Minors
Children traveling without a parent (or with someone other than a parent) generally need a DSWD travel clearance. Check DSWD requirements well before your trip.
Common Reasons Travelers Get Offloaded
Inconsistent answers (e.g., saying you're a tourist but carrying job application documents)
Fake or tampered documents
No clear return plan or no return ticket
Sponsor documents don't prove the relationship
Signs of illegal recruitment (e.g., being coached by a "handler")
Tips for Your Immigration Interview
Be honest. Never lie about the purpose of your trip.
Keep answers short and clear. "I'm visiting my sister in Dubai for two weeks."
Know your details: hotel or address, dates, sponsor's job.
Organize your folder: passport, visa, ticket, hotel, then supporting documents.
Don't carry work-related papers (job offers, CVs) if you're traveling as a tourist.
A Word to Job Seekers
If your real plan is to work in the UAE, the safest path is through DMW-accredited recruitment agencies and proper employment processing. Traveling as a tourist to find work carries real risks: offloading, scams, and being stuck abroad without legal protection.

Frequently asked questions
Is an AOSG always required when a relative sponsors me?
Not always. Immediate family sponsors can usually rely on PSA documents proving the relationship, while other relatives may need an AOSG. Requirements depend on the relationship and the officer's assessment, so check current BI guidance.
Can I be offloaded even with complete documents?
Officers have discretion, so complete documents don't guarantee departure. But consistent documents and honest, clear answers greatly reduce the chance of problems.
Do I need travel insurance to leave the Philippines?
It isn't usually a BI requirement, but some UAE visa categories ask for proof of medical cover, and it protects you if something goes wrong abroad.
What if I'm offloaded?
Stay calm and ask the officer what documents were lacking. You can usually rebook once you've prepared them, but airline rebooking fees may apply.
